FHA Structural Inspection

PFGMH + Affidavit of Affixation

A two-document package: PE-sealed foundation certification (PFGMH § 3) plus notarized Affidavit of Affixation. The Affidavit is recorded at the county and effects the legal real-property conversion.

When you need it: When a manufactured home needs to be converted from personal property (DMV title) to real property (county deed) as a condition of the sale or financing.

The report covers: All six HUD 4000.1 II.D.4.b structural requirements (permanent foundation, utilities, HUD data plate, HUD cert label, site work, towing equipment removal). Each determination is either Compliant, Conditional, or Non-compliant, with narrative findings and photo appendix support.

Where it goes: Into the FHA loan file, submitted by the LO to underwriting. The title company typically doesn't originate this order — that's the loan officer's file.
